Bug Report NvEnc Stutters in Any Profile Other Than Lossless on Windows 10 Pro

I'm on 0.655b and running into some NvEnc-related issues.

Ever since I upgraded to Win10 Pro, all of my NVEnc captures come out at some remarkably low framerate, even though the settings are all configured for 60 FPS and even the file metadata claims it's a 60FPS capture. x264 captures, however, turn out just fine. A little less pretty, but smooth.

I did, however, discover that the lossless presets work fine. Looking at the log that appears to disable any maximum or average bitrate, plus enable CFR. I tried enabling CFR, disabling the buffer size, and giving some insane bitrate limit (well beyond what the file metadata reports as the average), all to no avail.
It also sets the profile to some mysterious "unknown" value, so perhaps that's the key. I couldn't find a way to try that with the other presets, though.

I've attached two logs for someone to take a look at--the earlier one is a few recordings I took of my desktop (just moving a window around) at "High Quality", which stutters like crazy, and the later one is the butter-smooth "Lossless High Performance" one.

Oh, I should also mention that NVidia ShadowPlay records perfect videos, so it must somehow configure NvEnc (assuming it uses NvEnc) differently for Win10.
