im use last nvidia drivers, last obs
have 2060 RTX

have not problems with normal nvenc
and i can fix it if lock my fps to 60-75 for get free resourses my Vcard

Could you please post a screenshot of the first page of gpu-z?
The log shows a rather long time required to transfer a frame from GPU memory to CPU memory:
04:19:13.858: ┃ ┃ ┗download_frame: min=0 ms, median=0.002 ms, max=56.293 ms, 99th percentile=39.631 ms, 0.282563 calls per parent call
Usually, a value that high suggests some kind of pci-e bus issue, but I'm not yet familiar with what changes in the log is relevant for the new nvenc implementation, so it might point to something completely different in that case.
