Software x264 encoder, streaming at default settings 1920x1080 uses b-frames=3 (more than your NVENC setting, if I understand it right).

NVENC goes up to 4, x264 up to 5, iirc. But i can't stream with it comfortabely so i switched to NVENC right after i got new card. Tho i can run some tests with software encoder this weekend just for science.
