Perhaps these programs in 32 bit versions support the older generation NVENC. Only 1st generation NVENC is supported on GTX 660. In any case, this has more to do with the requirements of the programs themselves for the hardware, rather than the software. Yes, and with all the desire to turn to senior colleagues, support for video cards of the Kepler family (600/700 series) has been discontinued, so they will definitely not be able to offer solutions.

A GTX 660 does not support NVENC according to NVIDIA's own information.

This is very incomplete information. This page lists generations starting only from the 4th.
NVENC has various generations: Nvidia NVENC - Wikipedia
GPU Code Name of gtx 660 - GK106. It has the 1st Gen NVENC. Works great to this day.

issue was caused by the NVIDIA driver v456.71. The Windows Update offered to upgrade to this version. Solved after upgrade to v472 from nvidia official site.
Nvidia spokesman decided that the problem is not related to their side. Unpleasant
