You need an NVIDIA graphics card that supports this encoder.

I have an invidia optimus card on my puter

that isn't a gpu, that is the nvidia technology that runs on the gpu, specifically on laptops. not all laptop nvidia gpu's support nvenc

here is what you do:
1. find the actual name for the GPU installed in your computer. (device manager -> display adapters = name of gpu)
2. look up the codename for your specific GPU in this list: https://en.wikipedia.org/wiki/List_of_Nvidia_graphics_processing_units
3. look up that codename in this list: https://en.wikipedia.org/wiki/Nvidia_NVENC
