Question / Help Noob Streamer w/ Drop Framerates

Trying to figure out what is going on so I can get a smooth stream. If someone can help, it would be appreciated. I cant post a log because its to many characters i guess...

I've attempted changing servers and dropping bit rates down to 2000. I am wired in, not wireless. I've checked all my drivers to insure they are up to date. Nothing appears to be working. Shaperprobe found no shapers. I am at 19 down and 1 up on speedtest with estimated 17 down and .5 up from the shaperprobe.

thats with the bitrate at 1500 and FPS at 15.
tried every server. the best server was in texas.
either my internet sucks or I am at a complete loss.
i have century link.

Shaperprobe does a much better job at figuring out what your actual throughput is, so it looks like your internet just can't handle streaming. If 500Kbps is all you can reliably sustain, there's not really anything your going to be able to stream with a bitrate that low.
