Non-stop artifacting while streaming

Hi! I'm new to OBS and am having an issue with it constantly artifacting, I've tried changing the video bitrate, FPS, Encoder, and locking my framerate in game, none to any success.

1080p streaming will never look good at 5000kbit
Turn down to 720p, turn up the bitrate to 6000
and lower your expectations
