no video source device

Windows 10 pro / obs 29;
I have a windows device under "Audio Inputs and Outputs" called "HDMI to AV (Intel Display Audio)". I have no related device when I look at properties of the Video Capture Source. I'm using an RCA to HDMI unit to capture VHS tape. I'm pretty new to OBS, but I have been using RCA to USB and have created a DVD but the quality is bad. I figured HDMI would help the quality.

You're probably getting as much as possible from VHS tape. It's analog, it has half the resolution of DVD. The original quality is very low compared to today's digital media.
You need to make sure the capture process itself is good, i. e. no frame drops, correct colors, properly adjusted VCR recorder, but hdmi doesn't take part in that process. It's a modern digital video interface that takes no part in playing back from RCA analog output.

I agree but I thought HDMI might be a little better than USB. At any rate, I don't want to go back to USB.

What device do you use to capture the HDMI signal into your computer? If you have an HDMI capture device installed in your desktop computer, make sure it's working correctly before trying to capture in OBS.

I'm just looking at the device. not much info came with it. It has 3 RCA and 1 S-Video on one end. It has one HDMI on the other end that is marked "input". I just noticed that and it appears it is expecting input from HDMI. May be it's not a 2 way street.

That appears to be an HDMI to composite video and audio device. They are made to hookup HDMI devices (DVD, Blu-ray, Cable box, etc.) to old, non-HDMI TVs.

Thank you. I need to think it through a little. I'll post again after I correct the hardware.
