Don't use obs-28 on an unsupported system. they used Qt6 in that version. If you want to run obs on Windows 7 or 8/8.1, please use obs-27 on github. You can find a link to [Previous Releases] on Download page, click it, and roll down to find obs-27.2.4.
(I'm sorry about my poor English, if my reply is hard to understand.)
