No longer have access to Integer and Fractional FPS values

The Integer and fractional FPS values are greyed out and I no longer have access to them. What happened?

If you're streaming to Facebook, they do not allow fractional frame rates.

I have the same problem, have you solved it? and how?
p. s.: I don't have any webcam plugged or any recording running.
