Bug Report No lag, no fps issues...just pixelated quality.

I have provided below here all the settings I am working with. I have tried altering different things, and yet I just can not prevent the pixelated stream issue. It happens basically anytime their is movement. As if it can not keep up with any movement on the screen well.

Quality: 10
Max Bitrate: 3000
Buffer Size: 2000
Audio: AAC @ 192

BroadCast Settings:
All typical, with Chicago, IL server for twitch
1tBNW


Video:
Monitor 1 is 1920 x 1080 with a resolution downscale to 1260 x 720 (No special capture card).
FPS: 50 (have tried 30 and 60 as well, same issues)
Aero Disabled
---Additional: Game running in Fullscreen borderless windowed mode---

Advanced:
Use Multithreaded Optimiations
Preset: ultrafast (could this be the issue?)
Audio: HQ Resampling (tried off as wel)
Send Buffer: 32768 (had to type this one in, though same issue at the default highest of 11680)

Note: Running with similar and even lesser settings I believe in xsplit and do not have this pixelated issue. I have xsplit 2 year premium license.

EDIT: So after going back and testing out a switch of the pre-set, I think it might be the issue. It appears to not be pixelating as much or not much at all. I always thought the pre-set was simply how fast it pushed the stream to twitch. Essentially how much it makes my computer compress it first. I guess ultrafast was keeping the file from being sent in a quality format. Am I right on this or is their possible something else?

EDIT 3: I see their must be a 64 bit...but their was no options from the installer download for the 64 bit.

I'm no expert but I thought that the buffer size was supposed to be bigger than the max bitrate..? :o

ultrafast will cause much more pixellation just like what is shown in the picture, it's an encoder preset designed to reduce CPU usage as much as possible by sacrificing quality. there's generally no need to change the preset from veryfast unless you have a slow CPU or other more more advanced circumstances.

another thing that can cause pixellation is having the max buffer size lower than the bitrate, but that generally has more to do with time and motion than the overall stream quality

I have the same problems in all games. Even when i use a high bitrate. In XSplit whit the same settings everething is well.
Also i have a problem is that sometimes OBS exceeds fixed bitrate. As example, i fix bitrate 3500 in settings, but in main window of programm, when i'm broadcasting thread exceeds that fixed parameter, and reach about 5000-6000 kb/s.
Should I get any higher bitrate? I think the audience will complain.
