Question / Help No idea what the fix is please help

the image i linked is what my viewers see when im streaming but i dont see it in game or anything what is it and how do i fix it

my specs are
Processor: Intel(R) Core(TM) i7-3770K CPU @ 3.50GHz

Video Card: Radeon (TM) RX 480 Graphics

RAM 16 GB:

Operating System Microsoft Windows 10 (build 15063), 64-bit
and a 750 PSU

I actually have never had this problem tell late last night and i made no changes to my settings or anything to my knowledge i believe its originating from this issue

The encoder is overloaded the screen says. This is AMD encoder (hardware based encoder). There is link to troubleshooting guide at the: https://obsproject.com/forum/resour...-framework-encoder-plugin-for-obs-studio.427/ page.
my issue i didnt see on the guide it stats "The primary reason for this is an unstable overclock which you will have to remove. Other reasons for this are that the system bus is overloaded (too many devices, for example capture cards love doing this), an application is currently using 100% of the GPU leaving no room for other applications or a broken card that you should have sent in for replacement way earlier." which isnt giving any solutions just stating the issue.

It is wise to follow the guide (provide your log-files to the mentioned thread together with the problem description etc.). @Xaymar can update guide at any time if this required.

i adjusted my fan speed and havent seen the issue yet could fan speed cause this issue?
