no fps drop but stream is laggy

You are using the SE.live plugin which isn't compatibly with latest versions of OBS.
For further support: unistall completely SE.live. Uninstall OBS and then reinstall OBS so everthing that plugin changes is corrected. make sure to not delete your settings. In the uninstaller menu should be unchecked by default so you don't delete it.
After that, use the Auto-Configuration Wizard (Tools menu) to ensure you're fine with stream quality settings. Now perform a test stream of about 30 seconds or more, doing everything you do when you stream. Las step, look under the help menu, Log files and upload Current log. Copy the link and paste it here and folow the Analyze button for more insight about the log while I or someone else check the tread.
