No current live streams

I'm obviously doing something wrong here. While I can normally get a stream going after a few starts and stops, I never get this to go away (even when a stream works *REFRESH doesn't find it* ):

and when it doesn't work at all, YouTube just keeps showing this (how can the stream be healthy if it shows that the stream is not connected):

I've got OBS set up on two machines and it's the same on both. Could someone please point me to what I am stupidly missing?

Maybe I am just not understanding what's going on. Even when it's streaming on YouTube (left), YouTube Live Control Panel says there are no live streams.
