No audio output to Zoom via either VB Cable or NDI

OBS 28.1,2, Windows 11

I have tried both VB Cable, which I used successfully with OBS 27.x and Windows 10, and NDI. I can get video to Zoom via either the OBS Virtual Camera or NDI, but I cannot get audio to Zoom via either method. The OBS Audio Mixer shows audio going to VB Cable, and I had VB Cable set to Output and Monitor, as I had under V27 and Win 10. With NDI, I set my input source (Studio One via Reastream VST2 plugin) to Output and Monitor.

Am I missing something, or is this a bug?

I uninstalled and reinstalled OBS and still have the same issue. Here is my log file.

BTW, these lines repeat indefinitely:
17:17:00.213: warning: Found EOI before any SOF, ignoring
17:17:00.213: fatal: No JPEG data found in image
17:17:00.213: Error decoding video

Update: This seems to be a problem with Zoom. It will recognize both the virtual cable and NDI, and it will receive video from NDI, but will not receive audio from either the virtual cable or NDI.

Will Audacity receive audio from either one? It seems odd that Zoom would not like VB Cable, since that's just another audio input like the mic is. Testing with a different app should give some more clues.
