No audio from capture card

I tested the audio in the windows settings, and the computer is definitely receiving the audio, it just isnt making its way to obs. I have tried so many things. changing the monitoring status, adding new inputs, messing with app permissions, even switching which usb port im using. nothing is working.

it works fine when im running games on the comput3re, but not the external apture card for my xbox

I just tried again, but running obs as admin, still didnt work. is much sadness

I'm having similar issue using an iRig Stream from my mixer. I can see & hear the iRig receiving the sound, but no audio read on my OBS. I have an old Toshiba laptop that receives it fine but the CPU is slow & 6gb RAM. Got a Dell with 16gb Ram & 3ghz CPU. Both operating Windows 10. Now what?
