Its in the log:
Media Foundation encoder]: plugin is disabled for performance reasons on Windows versions prior to 8

It may not be showing up because your on windows 7 and/or you don't have Visual Studio 2015 Redistributables installed. That would be my guess.

Also make sure your drivers are upto date.

After reinstalling...... what? OBS? Windows?

After reinstalling OBS.

AMD AMF Plugin updated, and nothing.

or you don't have Visual Studio 2015 Redistributables installed.
Visual Studio 2015 Redistributables installed

In the last version of OBS (16.х.х not remember exactly which version) everything was fine, put the new version of the OBS and the place became AMD Encoder is not available.

plugin is disabled for performance reasons on Windows versions prior to 8
How can I them to enable like something?

Sorry for google translate.

P.S. Update the driver to the graphics card and AMD Advanced Media Framework became available. Thanks to all.

If you previously had the encoder but now no longer do, that's because your driver is reporting back that the encoder doesn't exist. The plugin takes extra care in making sure that everything is how it likes things to be to avoid unnecessary CPU usage.

Also please do not advise to use older versions of the plugin. There are code fixes in newer versions that older versions don't have and we will just end up getting more "bug" reports.

As for what you can try doing is to do a completely clean install of your Driver (remove all GPU drivers, not just AMD ones), disable any other GPUs (if you have them) in your bios and lastly attach a monitor you want to use encoding on.
