I'm new to streaming and need some help sorting out my issue with quality. I'm using OBS to stream one camera to Youtube at an airport (planespotting). The camera is capable of 4K but is set to 1080. I have it going thru a capture card into a laptop. Its a small laptop so I don't know if that is the problem itself. Its got an Intel i5-1135G7 cpu with 16gb of ram. My internet connection is tethered to my phone (T-Mobile). I've done a lot of testing both in the field and here at home using a different internet connection - fast Cox wifi - and its still the same.
I've tried different combinations of bit rates, even down scaling from 1080 to 720. Whats happening is that when I move the camera or when there is movement in the frame it tends to stutter...its not smooth...looks like it freezes for a second. According to the info bar at the bottom of the OBS window my CPU usage is not maxed out. What else can I check on my configuration?
