New User - Poor Stream Quality

I'm new to streaming and need some help sorting out my issue with quality. I'm using OBS to stream one camera to Youtube at an airport (planespotting). The camera is capable of 4K but is set to 1080. I have it going thru a capture card into a laptop. Its a small laptop so I don't know if that is the problem itself. Its got an Intel i5-1135G7 cpu with 16gb of ram. My internet connection is tethered to my phone (T-Mobile). I've done a lot of testing both in the field and here at home using a different internet connection - fast Cox wifi - and its still the same.

I've tried different combinations of bit rates, even down scaling from 1080 to 720. Whats happening is that when I move the camera or when there is movement in the frame it tends to stutter...its not smooth...looks like it freezes for a second. According to the info bar at the bottom of the OBS window my CPU usage is not maxed out. What else can I check on my configuration?

best thing i can tell you to do is from the "Tools" menu in OBS run the "Auto Configuration Wizard" and apply the settings that it recommends.

I tried that & it didn't work. I've read of a lot of people having issues with version 28 so I might try installing 27 tonight. Is there a way to export a scene from one version to use in another? I've created some graphics and I would hate to waste time re-creating them.

Also, on the subject of graphics, I've noticed that the quality of the letters is pretty poor. I do have anti-alias turn on and I'm using a fairly large font size so its not hard to see. The graphics are just plain text. But to me the quality looks like...remember in the old days when you'd copy a video tape and the quality would drop, and the more copies you made the worse it looked? Even though I created a 1920x1080 stream it looks like a 4th generation VHS tape dub. Why don't the letters look crisp?
