Hekko All!
I just installed OBS and I am excited about its possibilities. But I need to know if it has the
capability to display two active Windows.
Here is what I want to do. I am a Meteorologist and I want to do a Facebook Live. I want to
Have two windows active. One a live camera shot of me and the other a shot from a graphics
source. I have a Bamboo tablet that lets me draw on the screen. Can OBS do this. If so can
you tell me how or show me where to go for a tutorial, I have attached a photo of another local
Met using two windows . The two red arrows are the two windows I want to work with.

OBS Studio lets you make scenes that consist of the sources you will stream together. The image you attached might be a scene with
  • a Video Capture Device source for your webcam
  • an Image source or Image Slide Show source for the map(s), or Media Source for a video clip, or a Window Capture source directly from an external application
  • an Image source for the blue background (and maybe a separate one for the logo)
You might consider another scene with a larger view of the webcam and background and logo, for greatings at the beginning and end. And another one or two with a pre show and post show image. Etc.

When you select a source, a red boundary box is visible letting you move and resize the sources to arrange them to your liking.

For turorials: just start at the wiki. There are lots of OBS tutorial videos on YouTube, ie. the Nerd or Die tutorial video series.
 
Only if it's more convenient for you as a presenter or stream technician... ie. if the drawing on the bamboo tablet is easier that way.
