Question / Help New to Windows Streaming

I used to stream on my mac book pro but upgraded to a gaming PC, its supposed to be pretty beast and was streaming at 60 fps when I first got it, I started playing Falout4 with ultra settings and started getting a high cpu error message on obs here is the log report I'm new to windows so don't really know whats wrong can someone help?

High CPU usage means that your current settings (especially while running a game like Fallout4) are too much for your system. Lower the resolution and/or framerate until you dont get this error anymore.
Your system is definitely good, hardware wise, but streaming is also very demanding, especially on the CPU. A bit of tweaking is often needed if you play games on the same PC.

Thank you, yeah I went into NVIDIA app and set Fallout to optimized settings, and lowered my FPS to 30 so far no more of the error message, thank you for reassuring @Jack0r that its not the rigs fault because I was worried it was hopefully with the new settings I can get back to streaming with no issues.

@Jack0r I was told by another streamer that 1920x1080 was too much and even at 30fps was causing the stream to buffer and not load so the setting were to high I also had my bit rate up to 3000 I've lowered the it to 2000 but was wondering what is a good resolution for good quality with my rigs hardware and fps while still keeping the game looking good on stream?
