Question / Help New To Streaming!Streaming League?

I could use some assistance! I've never tried streaming before and I really have no idea what any of these settings mean.
Here are some handy specs if you need them:
Download :: 16.1 Mbps 2 MB/s
Upload :: 1.1 Mbps 134 kB/s (uh, fuck time warner?)

Intel(r) Core(TM) i5-2320 CPU @ 3.00GHz
RAM 8.00GB
Intel HD Graphics
Windows 8.0

Is my computer not good enough to stream? :c

Yes, and no. Yes it can stream but not at top quality. I would imagine your target would be downscale to 480p@30fps 850bitrate, audio bitrate 64kbps.

both your CPU and your bitrate will be a restriction.
