Question / Help new to streaming and need some help

basicly trying to to use obs to stream league on twitch and getting an error every once in awhile (taking to long to encode, skipping frames). would also like to know if the 60-50 fps i normally get on league down to the 20-28 fps while im streaming is normal.

Hmm, I am not too surprised actually. The i3's in general are not really meant for streaming, as is the case for most dual core systems. But I saw you already started lowering your resolution from the initial 1080p to a bit lower than 720p.
Then you also only have the integrated intel graphics chip to run the game and give OBS the data to work with. It can probably do one of those things at a time, but is pretty overwhelmed by doing both.
Taking too long to encode is a clear result of this. I would suggest to lower the resolution even more, or if necessary decrease your preset from veryfast to superfast and test around with different resolutions. You might even be able to slightly increase your fps in LoL, but in general a dedicated Graphics card is recommended.
