To start with heres my rig info:
AMD A10-7850K
Radeon R7
20Gb Ripjaw RAM
64 bit Windows 10

Now I know i have the power in my rig to do 1080p recordings at a minimum (if not higher) of 30 fps which is what i have obs set to currently record at. My bitrate is currently set too 4000. I have gone as low as 2000. I currently have not changed off of cbr and cbr padding. I use the x264 encoder. However with all these settings i currently have used my video still comes out laggy despite the fact that the games run smoothly on my computer. Does anyone know what i can do to remove said lag?

Wouldn't call that a high power pc, you won't be doing 1080p 30fps recordings and also playing a a game on that machine without issues.

Thank you osiris for a response. However i would like an explanation its nice to know i cant do what i want to do but an explanation why so i can fix the issue would be nice. Also not gonna lie i am a little hurt by being told my computer is not high power.

A gpu wont matter much, it is the cpu that is not powerful enough for 1080p 30fps and also running a game. You will need to use a lower resolution.

Yes, your CPU actually a APU is the top of the Line A10 from AMD yet its literally as weak as an Intel Pentium when it comes to Lifetime Encoding.

You probably have to run something like 540p30 on super or even ultrafast Preset.

Best you can do is get a GPU that supports Shadowplay and with that NVENC, this way you can set OBS to make use of NVENC but 1080p30 on the recommended 3500 Bitrate will still look rather bad with NVENC since its an Hardware Encoder.
