Each PC is dfferent with varying factors and usage types.

a solib baseline is 720@30fps 2500 bitrate. when you do that post a log and we'll help you from there.

I downscaled to close to 720p my downscale was 2.5 @ 746x466 and when streaming on twitch I had black bars on the right and left. Is there anything I can do to adjust for that? Here is a new log

There are two options. first is your source game needs to be using 16:9 aspect ratio, i.e. your monitor resolution.

Second option is to:

1. set OBS base resolution to 1920x1080 then downscale to 1280x720 then in your game capture, select stretch to screen and ignore aspect ratio.

Again, remove the monitor capture and add in a game capture and point it to your game.

x264 ticked
enable cbr
no custom buffer or the same like max bitrare
3000kb/s ( probably 2500kb/s if your stream buffers a lot for your viewers) all above 3000kb/s is better for partnered twitch streamer.
audio bitrate 124 or 160
aac codec
format 48khz
stereo

1280x720 resolution downscale 1.5 (if you have a 1920x1080p 16:9 screen)
lanczos
60fps (probably less fps if you get ingame problems) try different

use multithreaded optimization
Processor priority normal

x264 veryfast (you can try faster or fast but if you get high encoding warnings or stucks ingame / lags, go back to veryfast)
encoding profile main
keyfram interval 2

those options are not for everyone. second, your "no downscale" and "lanzos" is not possible.
Also, your audio format will not work for everyone. 60fps is also not for everyone, just general not great advice.

Ok, so i've tested suggestions on here and currently I have the stream looking good, clear, and the bars go away on full screen viewing. Currently the only problem I am have it when I start moving in game the picture goes from great to pixelly. The game I am playing/streaming is World of Warcraft. Here is the most recent log. Thanks for all the help guys!

lets try something drastic then we will back it off a bit if its to much.

change your x264 preset to medium preset then stream for 5 more minutes and post that log. also, disconnect your wireless and connect to a wired line instead. that is really bad for streaming.
