I recently ran across a small vendor out of Taiwan that is making USB 2 & 3 HDMI capture cards that should with under Linux with no drivers required. They are UVC class compliant devices which are why they are can run driver free on Linux.
The devices are the FEBON 168 & 198. The price on the 198 is $150usd. They can only be ordered direct from the manufacturer. I have found a vendor on Amazon selling what they claim is a OEM'd version of the 198 for $250. I have a 168 coming from a contact here in the USA and will add more information after I get a chance to test it.
