Question / Help New Pc, Having Video stuttering please help

So i got a new pc. trying to stream Anthem and have been playing around with the setting but cant seem to get a proper setting to go that wont cause the video to stutter when people are watching.

so i did a little digging and i think i found the issue.. apparently windows game mode messes up with the system. when i have the game without my mouse inside of it it seems to not stutter or anything.. but when my mouse is in the game and no avail to move around game mode activates and stutters the stream
