Question / Help New PC Build Stream Settings

Hello guys.
I made a new PC and i cant find the best settings. I know some things from obs beacause i was streaming with another laptop before but now with new pc i have problems. im getting lag or bad quality.

This is my setup:
AMD RYZEN 7 2700X
16GB RAM
GIGABYTE RX580 8GB
INTERNET SPEED 5mbps (4G/LTE)
last OBS update

I want to stream 720p 60fps in youtube. i dont want 1080p beacause i will spent too much mbps from my internet connection.

Can anyone tell my whats the best settings to these tabs?

Im too confused. this PC playes games and simultaneously streams. in my previous setup i was streaming with ps4 and uploading with laptop with obs with 2500 - 2700 rate.
Example is it best for this setup to set x264 or AMD hardware?

the max upload rate i want to use is 3000 - 3200. but i would like to use 2500 - 2700 if i can

Also i have a facecam (logitech c920) what are the best settings for this?

Video tab: Downscale output to 720p set downscale filter to Lanczos 60 fps
Output tab: Set encoder to x264; rate control CBR; bitrate 3000; keyframe 2; cpu usage preset try medium if it lags set it to fast; profile high
