Question / Help New machine, new internet, Pixelation when moving

Hello. I recently have upgraded my equipment and internet to better stream at a high quality. I have run into the issue where when I am moving in a game, the stream gets massive pixelation like I have an extremely low bitrate, even though I don't. It even does this when I max it to 3500 for twitch. This is really bugging me as I dropped a lot of money to have more fun with my passtime.
Specs: I7 5820k haswell @4.2ghz
EGA 960GTX
16gb ddr4 3000 ram
upload speed: 7.5mbs
download speed: 75mbs

It might be worth mentioning I usually stream at 2500 bit rate scaled to 720p at 60FPS. Not matter the settings however it seems to pixilate during any movement and look beautiful when being still.

Turn on archive streams in your Twitch settings, do some streaming, then show us the link to the past broadcast you think is poor quality pixelation.

I looked at it, and its not that bad at all. Too much grass and trees, and moving the camera way too fast, hurts the quality. Often times, changing downscaler to bilinear may soften the grass and trees to reduce some pixelation.

Increasing bitrate may help, but don't go over 3500 Kbps when streaming to twitch as this is limit Twitch allows.

I'll try that, tbh the vods look a lot clearer than the live stream, which I suppose is expected. I just see a lot of streamers with lesser setups with much better quality, always a frustrating feeling.
