Question / Help New Graphics Card...Help with settings?

So I just got a new NVIDIA EVGA GeForce GTX 960 4gb, and when ever i go to stream, (Here's the link to my past broad cast = https://www.twitch.tv/itzstonerboiz/v/70819403) the resolution looks so bad. I have my resolution on obs at 16:9 1600x900, in, CSGO i have it on 4x3 1024x768 because i play a lot better that way. I did take off the resolution downscale, adjusted my crf to crf=5, set my encoder to NVIDIA NVENC, my max bitrate is 3500 along with my Buffer size as 3500, i do have use CRF enabled too but it all looks really bad in quality... Can anyone help me adjust these settings or prefer a some different settings? Thanks!

Blocky artifacts? NVENC is poor at low bitrate, try using x264 encoder?

If you turn off downscale, set base resolution to 1024x768 if you run game at 1024x768 with no need to stretch game capture. Maybe make use of scene collection and profiles in OBS for different games. Streaming at 4:3 ratio does have an advantage for users that fullscreen to a 4:3 monitor without black borders.

@alpinlol It's either because I saw a bunch of mentions about CRF while skimming the post that didn't bother including a log file and assumed he was just mucking up his recording settings, or had the wrong thing in my clipboard. Don't even remember now. :P
