Do you mean your game is lagging online while you play? If so, it's most likely because your internet is really bad. Both your upload and download are extremely low and it's hard to game and stream at the same time. The only things you can do is lower the bitrate, make sure minimize network impact is checked, and upgrade your internet to something with a good enough upload that will allow you to game and stream. It'll be even worse if someone else is using the internet as well.
