R7 1700 or 1700x + Board with overclock capabilities = ~450$
i7 7820X + Board = ~850$
Handbrake x264 video encoding shows that the 1800x is only 11% slower, than the i7-7820X and in Cinebench Multicore Test the difference is only 9%.

The i7-7820x is better than the AMD R7 1800X, but in multi-threaded workloads the difference is pretty small and the Intel socket 2066 boards are very expensive.

Wouldnt suggest getting an B350 Board with an R7 since those extra cores put quite the strain on the VRM/Mosfets while an R5 is perfectly fine.

But about your thread. I personally would prefer Threadripper with 12+ Threads but they are already over your Budget.
An i7 7820X + Board will also put you over 600€ except if your 600€ are for the CPU alone then you still need roughly 170€ according to the cheapest 2066 Board on Mindfactory right now and after that 200€+

While you could get away with an R7 1800x for 400€ and a x370 Board for 140€+ which would still be the best all in all, because i doubt you will be overclocking or know how to properly overclock.

Just to clarify the advice from alpinlol, concerning the VRM/Mosfet:
The MSI B350 Gaming Pro Carbon has exactly the same power layout and compponents, as the X370 Pro Carbon. Most B350 ATX Boards have more than enough VRM/Mosfet power for Ryzen 7 including moderate overclock.
