Question / Help New computer looking to stream help please !

Hello there i'm looking for someone that would be kind enough to help me out with streaming settings as i feel very lost and i'm trying to have the best possible quality for my computer.

PC Specs :

1 x Intel Core i7 4770K Unlocked Quad Core 3.5GHZ Processor LGA1150 Haswell 8MB Cache Retail
1 x Seagate Barracuda 1TB 7200RPM 64MB SATA 6Gbps 3.5in Internal Hard Drive - OEM
1 x Please Use The Onboard Network Ethernet Card Integrated On My Motherboard
1 x Please Use The Onboard Sound Card Integrated On My Motherboard

Hello, your hardware is good and your upload speed allows you to stream in great quality. What exactly are you lost in, there is this dark alleyway over there, this is where we need to go... ;)

On the OBS stream settings i meant.. i'm not sure what to put exactly i just want optimal settings :)

If you want to just record gameplay your settings are fine, if you want to livestream it's another story completely.

If you're streaming to twitch, please enable CBR (encoding tab) and reduce your bitrate to a maximum of 3500 kbps. That being said, a lot of viewers on twitch will probably have problems with those settings. It is recommended to stream in 720p (video -> resolution downscale to 1280x720) and around 2500kbps. It costs quality of course, but will be viewable across more user platforms with different connections. In advanced tab you would probably also want to set your encoding profile to main, to make your stream available to mobile devices.
