My friend got new components but now his stream lags he upgraded from a fx 8320 to a ryzen 3 1200 and upgraded the ram to 8gb ddr4 he still uses the same GPU a nvidia GT 720 before anyone says its his connection his old parts with the same OBS settings run a smooth connection but with his new components the kb/s starts to dip so its really confusing whats the problem

Dropped frames are only caused by network issues. Considering the switch from AM3 to AM4, that means a motherboard upgrade as well, which means a new NIC. Without knowing the whole network setup, it's really impossible to know what could be causing issues, whether it's something that changed with windows firewall, or the router having different settings for the new NIC, or just bad luck with ISP connection/time of access.
Logs would help, but they probably won't show anything useful. The best you can do is follow the steps in this thread.
