Network skipped Frames / Good Upload Bandwidth

Hi,
I've never had any problems with this in the past.
For about 1 week I have extreme network dropped frames. The bit rate falls sporadically to 200 kb/s, but also stabilizes again.
I haven't changed anything.
That's why I can't explain it. Several speed tests have shown a constant upload bit rate between 7-11 mb/s.

Typical speed test or a point in time, and highly optimistic (running multiple test and dropping the outliers). What most SpeedTests won't do is tell you a sustained throughput threshold (which is what you care about)
- what non-streaming tests have you run to check sustained upload bandwidth? ex uploading multiGB file to a remote (cloud file service ?) with known stable ingest rate [your test destination obviously needs to be able to handle ingest above your upload rate]?
Then there is the issue of what else is going on with your network. Anything else (known or unexpected) using bandwidth? This requires you to do some real-time monitoring of your network (usually at the router/firewall/modem level)
And of course, not using WiFi.
And then there are countries/ISPs that filter/throttle streaming traffic (or at least having really poor routing & public peering connections).
