So I recently upgraded my internet here in Chicago to AT&Ts new 'power' plan which is rated up to 45 mb down and 6 mb up.

The one game that this issue pertains to is Counterstrike global offensive
The problem is, as soon as I start streaming , my ping starts going crazy and spiking up and down by +30-70 ms very quickly and the game generally feels a bit unresponsive on and off.
My speedtests have been completely consistent, and I even called up AT&T and confirmed with them that they saw no problems on their end, and I'd like to add that I have zero dropped frames in OBS

I've noticed the two settings in OBS 'minimize network impact' and 'automatic low latency mode,' but I'm not sure if I should be using those.
I've tried a range of 2000 bitrate up to 3000 and still have lag both ways, and on top of that I notice my actual bitrate in OBS spike well above my set max even though I have CBR enabled.
