Question / Help Network Keeps Dropping frames almost exactly every 40 seconds.

However, it doesn't address to me what could possibly be causing me to drop frames almost exactly every 40 seconds.

Some days I'll go 3 hour livestreams without any, or very few dropped frames. Other days, the every-40-seconds routine will occur. I'm the only LAN user at home, and I'm not downloading other programs (I check on Task Manager).

Any idea on what could be causing my frames to drop en masse almost exactly every 40 seconds or so? Dropped frames might range from 20% to 50% during this frame drop period.

I get this same every-40-seconds-dropped-frames issue no matter which Twitch server I use. Same result happens with Youtube, Restream.IO, and Facebook live. I've adjusted my bandwidth from as low as 1000 kbps to as high as 6000 kbps, same result.

I have Spectrum internet in the Central Texas area, 100Mbps/10Mbps high speed broadband. I use a DOCSYS 3.0 modem and a NETGEAR WNR2000v3 latest stable firmware.

The attached screenshot indicates the intervals in which frames begin to drop out of the GREEN into the amber/red zone.

The second attached screenshot (if it posts) shows that I have bandwidth of 10000 kbps, RTT's of 20-30 ms, and qualities of 100 for the three US Central region Twitch ingest servers in Dallas, Houston, and Denver just moments after I stopped my Twitch.TV bandwidth test on OBS. Then I try the Twitch.tv bandwidth test again and this same every-40-seconds issue resumes itself.

I have tried livestreaming from OBS to the Twitch.tv servers with my Windows Firewall turned completely off, I'm using the Google Public DNS servers of 8.8.8.8/8.8.4.4 set on my gaming PC and my router. I have turned of QoS on my router as well.

My router and modem are both plugged in directly to my wall outlet inside of an apartment building created in the 1980s.

I have also reimaged my computer with a new copy of Windows 10 x64 since this dropped frame issue first showed itself.

Thanks for any tips you can give. I'll add more detail as I can recall.

UPDATE: I have attached a Wireshark dump of my recent 10 minute Twitch.tv dump. When OBS begins dumping packets, it's around 1669-1685, 2018-2034, 3303-3343 and then onward approximately every 40 seconds. Sort by IP destination of 52.223.244.248 ONLY as that's the Twitch Dallas ingest server. Basically anywhere where the packet numbers are pink text and dark blue background (default Wireshark colors for the Windows app). A lot of TCP out-of-order packets and TCP Dup ACK packets when the frames begin dropping. Again, it's every 40 seconds, so there's a pattern to this. STEPS I HAVE YET TO TRY BUT WILL TRY SOON:
1) Replace my router and modem
2) Switch out all Ethernet cables

This is happening to me as well and in same location/ internet its funny i thought it was my internet so i have had them come out almost everyday since.. tested out Xsplit today because someone in a group i am in is dealing with the same issue and it worked completely fine. ( i do not want to use Xsplit) which is why im here trying to get this issue resolved.
