Why you using non-standard 59 FPS?
- Change it to 60.

You got a GTX 1070, use the 1920x1080 for what its meant for:
- Base res: 1920x1080 and set your game output at that resolution
- Output res: 1280x720
- Downscale filter: Lanczos
- FPS: 60
- Format: NV12

The above is set to do 720@60FPS output.

As of network problems:
- No WiFi.
- Make sure all your cabling, routers, switches, hubs, network adapter cards are Fast Gigabit Ethernet everywhere.

Last place to look is the connection between you and the streaming ingest server. Anything can go wrong here.
It can be a data center problem, a server problem, you going through way too many hops, going through countries, network driver, etc.

Some can't be resolved.

I noticed that my Ethernet drivers (Killer gigabit drivers) have a few drivers installed: Ethernet and a lot of WAN drivers. Would configuring these drivers and focusing my bandwidth on OBS help???

I don't think you have to delve into it that far Krusty.

Have you tried running the OBS Auto Config Wizard to test against YouTube servers and use its recommended stream settings?
