network connection fine, bitrate constantly fluctuating and buffering streams

My bitrate has been fluctuating really badly lately and causing frequent buffering, even though my internet is fine. Occasionally I disconnect completely if it crashes to 0 and doesn't recover. I've tried lowering my bitrate, I've tried streaming with and without dynamic bitrate, and as pretty much a tech newbie I'm not sure what else to try :( I never used to have this problem unless my internet was having a bad day, but for the last 2 weeks or so it's been happening every time I stream to varying degrees of severity.

Speed test from tonight:
Ping (ms) 9, Download (mbps) 750.62, Upload (mbps) 31.63

Current OBS output and video settings:
Video bitrate: 2500 kpbs is the last one i tried
Encoder: Hardware (NVENC)
Base resolution: 1920x1080
Output resolution: 1280x720
Downscale filter: Bicubic
Common FPS values: 30

My specs:
Case: Fractal Design Meshify C Black ATX Mid Tower
Motherboard: MSI B450M Gaming Plus
CPU: AMD Ryzen 7 2700
RAM: Crucial Ballistix DDR4 16.0GB
GPU: 2047MB NVIDIA GeForce RTX 2060
PSU: Corsair RM750 750W 80+ Gold Fully Modular
I have two webcams and two monitors as well, if that's relevant. I have a CPU cooler fan but I inherited this PC so I'm not sure exactly what type it is. I recently cleaned my entire PC of dust and replaced thermal paste.

Sorry if I'm giving too much information, I'm just at a serious loss and not sure what to point towards.
