Question / Help Need soneone to look at log file please

I run a dual setup. The live race is on what I will call PC1. It a raceing game and looks fine while running. It is an older PC with a amd athlon 4000+ cpu, and a ati 4670 HD graphic card. The transfer this via HDMI to PC2..my big PC which runs OBS, and has the Avermedia installed to get the video from PC1. Looking at the stream in OBS looks ok..it's just when it hits twitch, or even when saved as a file(mp4)..the track surface gets a little pixelated. My question...is there some settings I might be over looking

Here's a file not as long..I was hitting the max charector limit with the other file.
The only thing different with the file is I believe the bit rate is 3000 and 3200 where the one above is set at 2000 and 2200

If you're not lagging or dropping frames, then the best way to improve picture quality is to increase bit rate. You can try to use Quality Balance 7 for faster movement, or better yet use CBR for the improved viewer experience. If you can spare the CPU power, you can try the faster or even the fast preset to see if that helps at all.

I thought I read if you use higher bit rate, the faster connections from viewers would be needed. Far as the CPU..I don't come close to maxing that beast. From what I am seeing, it looks to me in theory that the rendering can't keep up to the changing track surface. I will try your advice and options and see what happens. TY

Yes, viewers will need to download at the rate you are uploading in order to watch your stream. But increasing bit rate will increase quality and reduce compression artifacts...just sayin.
