Question / Help Need settings help!

This will be a little winded, but I want to be as thorough as possible in the hopes that somebody has a solution.

My attempt is to stream and record gameplay using an Elgato HD60, my PS4, and using a Logitech c920 webcam.

I have hooked up the Elgato correctly, the Ps4 is hooked up correctly, the webcam is connected correctly.

The setup from my Elgato to my Ps4 with all of the wires and splitters is setup correctly.

I have gone through every step by step how to page I could find online. None of them are working.

When I first got my Elgato I connected it to my laptop to test it. I did a simple google search for obs settings. I clicked the first one, went into obs, set it up step by step as the pictures and steps showed. Everything worked, I was getting game audio, party chat audio, and my own audio all through to my stream. However my laptop didn't have enough power to run the stream very well.

Fast forward to yesterday. I got a brand new pc with a lot more power. I connected my Elgato, my Ps4, and my webcam just as before. I went in and put in all of my settings from a step by step just as before. And for whatever reason I now can't get game audio or my party chat audio to come through my stream.

However, if I use the Elgato software, all audio is working correctly, I hear my party chat, game audio, and myself. Switch to OBS, and I can only hear myself. When my party chat is talking, it sounds like robots and little screeches and squawks.

I was hoping someone had this issue before and had a fix. Or at the bare minimum could somebody sit down and write me a step by step settings from front to back of the OBS settings I need.
