Question / Help Need serious settings help!

You should fix your base resolution then. It's set to a level that is smaller than even old TV resolutions.
 
Any suggestions? I think I was trying to lower that to fix lag. Also, my webcam disappeared without changing the settings. I can see the red box outlining where it should be but it's not actually there.
 
All right, that's looking a lot better. Thank you! It's not running great though. Should I downscale the resolution or lower bitrate or both? Do you have any suggestions on what would be most effective?
 
Downscale to 1280x720 at most, bitrate at about 2000kbit if you're using twitch for streaming and use 30fps
