Question / Help Need optimal settings

My pc specs: i5 3470, gtx 760, 8gb ram and my upload is 5mbit.

I used bitrate 3000, resolution 1920x1080 but scale down 1.5(1280x720), scene buffering time 400, key frame 2 and disabled areo with this settings i can play LoL easily but the problem when i move camera around in game it seems weird like 30fps but it isn't. How can i fix that.

edit: game captured with x264 and quick sync it felt same

Aero should only be disabled IF you're using monitor capture and only IF you're on windows 7.

im using win7 and game captured. i tried x264 and quick sync both felt same

Then re-enable aero.
