Lets say I want to make a "starting soon" scene, with an image that says starting soon, how do I play music or a sound within obs studio?
 
You can add your favorite audio file with "Media Source" or "VLC Video Source". Although it seems these are only for playing video files, they can actually play back audio files as well.
