The CPU makes it a bit iffy. You'd have to test and see how many frames you dupe/skip.
AMD APUs are notoriously anemic. Grab the OBS VCE build, it'll help.
Even if you can though, it's still STRONGLY advised that non-partners stick to a 2000kbps bitrate regardless of if their connection speed exceeds that (even by a large margin). Twitch released user metrics that showed 2000 is the rate at which a majority of viewers will not buffer while watching streams. People who buffer generally will just leave, and normally without saying anything about it.
720p@30fps, 2000kbps is the 'golden point' for a reason. Best tradeoff between resolution, smoothness, and image quality.
There's a big difference between 30 and 60fps when you're playing a game. But when you're streaming? Not so much.
It's mostly chasing a number, and isn't worth it unless you have a specific technical issue that requires its use (like playing a retrogame such as Super Metroid, that uses sprite blitting for transparency).
