Question / Help Need help with unstable connection please!

has been ongoing for almost a month now and I cant figure out what it is.

I pay for 100down / 5up (http://www.speedtest.net/my-result/3668576725) yet latley i have been unable to stream at even 2000 bit rate without it dropping frames. sometimes it is worse then others any time I talk to my isp they say the speed test results are 5 sooo kick rocks. I am in desperate need of help

Hard wired,
tried direct to modem
tried direct from line to street
have tried different cat5 cables / coax cables
have tried 2 different modems
