Question / Help Need help with stream quality

I've been trying to figure out how to stream Rocket League using OBS Studio and Twitch. So far, all of the settings I've used to stream have given me the same blocky looking video. I've tried a lot of different settings in all combinations: 1080p/720p, many different bitrates (between 3000 to 6000 as per twitch), 60fps/30fps, all encoder presets, etc.

Here is what the stream looks like with the settings I would hope to use: 1080p, 60fps, Lanczos, 6000 bitrate, and the Balanced encoder preset. https://clips.twitch.tv/KnottyCoweringYamTheTarFu

System specs:
i5-6600K 3.5GHz overclocked to 4.5GHz
AMD RX 480 4GB
8GB RAM

Video quality seems to be accurate now but the FPS is terrible.

I tried changing some settings around. I can get 60fps with 720p and the veryfast encoder preset with x264.

Anything I can do to make the video quality better still? Anyway to change the settings around with the AMD AMF encoder to make it look nicer?

Imho the only thing you can do is going for a slower CPU preset
