Post your OBS logfile after you've streamed for 5 minutes or more

your CPU is a low powered i5 laptop that will not be able to stream anything above 720@30 so you are really pushing the encoder with 720@60.

Recommended 720@30 or maybe even downscale to 616@30 (the next downscale down on the list).

Code:
12:31:20: Total frames encoded: 3080, total frames duplicated: 266 (8.64%)
12:31:20: Number of frames skipped due to encoder lag: 151 (4.90%)

Stupid question... How to downscale it ? i mean to 616 ? My FPS are 30 already... check log now. And try to tell me more :)
video tab of OBS settings. keep the base at 1080p and downscale to 616p

Just checked log. you are perfect at 720p 30fps so no need for 616p downscale :P

Code:
00:02:09: Total frames encoded: 10608, total frames duplicated: 7 (0.07%)
00:02:09: Total frames rendered: 10632, number of late frames: 1 (0.01%)

This will hurt a lot of my video details ?

I set Base Resolution 1920x1080 and downscale to 1.25 1536x864 30FPS Server Prague and 2000 kb/s quality balance 3 if that means

its fine at 720p but no, 616p it shouldn't hurt details to much, actually you'll get more bitrate per pixel with that slight change in exchange for a very ever so more slightly fuzzy fonts and edges. during movment there isn't much differences. anyway, as I said, leave it at 720p unless you begin to lag with a more resource heavy game.

Using highter bitrate like 2500 kb/s can help with lags ? Cuz with my upload speed i can set even 3500 kb/s

no no no thats not the way it works. what lag are you having. you want to use no more than 2500 for that rate, are you watching your own stream while you stream?

It will do that, dont have it open it waists CPU and is not an accurate representation if what your viewers will see. just have the popout chat open and ask your viewers if it freezes buffers. if it does, lower the bitrate.
