Question / Help Need help with setting up

Hello there i am trying to start streaming and i have problem with figuring out what kbps to set to work for everybody...

My PC spec:

i7-6700
R9 390
8GB RAM

i am pretty sure that i shoud be able to stream everything i want to..... my speed to every server is over 10000kbps

I am going to stream games like WoW Runescape Dota 2
The problem is that when i setup 720p@30 fps i put 1500-1600kbps 2-3 of my friends have no problem and me myself watching ot phone .. but some others have the stream spinning and stopping every few seconds..
When i set it 1080p@30 i put 2050 kbps and the same happens... Some times on 720p@30 i put it on 1400 and it doesnt work for the friends that worked and it works for the others.. like they swap places...

Can Somebody help me how to figure this numbers it seems i cannot self check is the stream is working correctly...

One more question... I am able to upload 3500 kbps shoud i just put this number no matter what settings i have (720p or 1080) or shoud i lower and change if i change the setting ?


On the stimator for 720p it says to use 3000 but on 3000 it spins for everybody ?

The estimator is for ideal conditions.
If you don't have twitch partnership, you should not be going above about 2000 bitrate.
