Buffering is a playback issue and means that a viewer isn't able to get data from Twitch as fast as the streamer is sending it out. It will be different for everyone; some viewers may have no issues while others may get buffering. It does not indicate a problem with the stream.

It means exactly what I said - the viewer isn't able to get data from Twitch as fast as the streamer is sending it out. Whether that's because of the Twitch server you're getting data from, or the route the data is taking to get to you, or a problem with your own internet connection, isn't something we can know.

In your case the issue doesn't actually appear to be buffering but rather dropped frames. See https://obsproject.com/forum/threads/dropped-frames-disconnecting-lag-read-this-first.8870/

Sounds like the most you can stream at is 750kbps, and you're going to have to live with it or get better internet.
